Abstract

Penelitian ini bertujuan menganalisis kemiskinan struktural di Nusa Tenggara Timur melalui kerangka teologi politik Paulus dengan fokus pada Roma 13:1–7. Menggunakan pendekatan kualitatif-kepustakaan interdisipliner yang memadukan hermeneutika gramatikal-historis, hermeneutika kontekstual, hermeneutika pembebasan, dan analisis sosial-struktural, penelitian ini menemukan tiga hal: pertama, kemiskinan NTT merupakan produk empat akar struktural warisan kolonialisme, ketimpangan fiskal, marginalisasi geografis, dan budaya politik patron-klien; kedua, analisis gramatikal terhadap exousia, hupotassō, diakonos, dan leitourgos menunjukkan bahwa Roma 13 berfungsi sebagai standar normatif evaluatif terhadap kekuasaan, bukan legitimasi teologis kekuasaan absolut; ketiga, implikasinya bagi gereja NTT adalah peran profetis-transformatif melalui advokasi kebijakan dan ekonomi alternatif berbasis koinonia. Kontribusi penelitian ini adalah membangun sintesis pertama yang secara sistematis mempertemukan hermeneutika Paulus dan analisis struktural kemiskinan NTT dalam kerangka teologi publik yang koheren.
